The Ruidoso Economic Development Corporation was legally formed as a Non-Profit 501(c)3 Corporation in July 2008. Its Articles of Incorporation and By-Laws have been adopted and approved by a nine member Board of Directors. The official certification from the IRS was issed July 18th 2008.

STATEMENT OF POLICY
The Village of Ruidoso, New Mexico is a thriving mountain resort in the southern Sacramento Mountains of South Central New Mexico. With a population just under 9,000, Ruidoso is the largest of 17 municipalities in Lincoln County. Lincoln County boasts a rich history and at nearly 5,000 square miles is the eighth largest of 33 counties in the state.
Tourism and real estate are the main engines that drive Ruidosos economy. The traditional tourist season of Memorial Day through Labor Day now extends to more than 10 months each year. Ruidoso, Lincoln County and the Mescalero Apache Reservation feature skiing, horseracing, golfing, hiking, biking, fishing and dozens more activities for all interests and abilities. Top-notch facilities in the area include a museum which is a Smithsonian Institute affiliate as well as the nationally-acclaimed Spencer Theater for the Performing Arts which hosts dozens of world renowned performances every year.
Because of our growth and evolution, our goals, values, strategies, and procedures as identified with and assigned to comprehensive economic development now require a substantive evaluation and focus. It is for that reason that this document is addressed.
Herein we, as a Community, establish our goals and objectives for comprehensive, sustainable economic development; we state our collective municipal values in order that we might better focus our economic development strategies in keeping with such values; we establish specific, identified strategies which enumerate, define, and evaluate the use of incentives and implementation tools; we define authority for the use and issuance of economic development tools and incentives, including our relationships to other public, quasi-public, and private agencies; and we establish the precise methods, philosophy and initiatives we will employ to pursue and manage ongoing economic and community development.
